Security consulting in Cape Verde: risk assessment, security design and system specifications
RADAR provides security consulting for new buildings and for upgrading existing facilities. We assess the risks, design access control, video surveillance (CCTV), intrusion detection and fire detection systems, and deliver vendor-neutral specifications ready for tender. The work is led by Carlos A. Fidalgo, a security consultant with more than 20 years in the field, a former US Marine and a Master’s graduate in Homeland Security Leadership from the University of Connecticut.
New buildings
We join at design stage, alongside the architects and engineers, so containment, technical rooms and power are planned from day one, with no redesign or rework during construction.
Existing facilities
We audit the systems you already have: what works, what fails, which areas are left unprotected and what is worth keeping. Then we propose a phased upgrade plan matched to risk and budget.
Vendor-neutral
Specifications set minimum performance requirements, not brands. Any installer can offer equipment that meets or exceeds them, for a fair and comparable tender.
What the consulting covers
- Security risk and vulnerability assessment by area: entrances, reception, cash and valuables areas, server and plant rooms, stores, car park and perimeter, each with a risk rating and the protection level required.
- Access control design: controlled doors, profiles, zones and schedules, dual authentication for high-security areas, lift access by floor, car park with licence plate recognition.
- CCTV design: cameras selected by operational requirement (detect, observe, recognise, identify), recording, control room and a dedicated security network.
- Intrusion detection design: partitioned panels, detection, hold-up devices, perimeter protection and signalling to the monitoring centre.
- Fire detection and evacuation: addressable detection, voice alarm, emergency signage, evacuation plans and staff procedures.
- Flood detection for basements, plant and server rooms.
- Cause-and-effect matrix linking every system under alarm conditions.
- Tender documents and bill of quantities, plus technical bid evaluation.
- Turnkey project management: we coordinate civil works, electrical, networking and every security system, and hand over a finished project.
- Construction-stage support, testing and commissioning, and staff training.
- Support with CCTV registration at the CNPD (Cape Verde’s data-protection authority).
Experience on demanding projects
- Turnkey project management: for an international client, RADAR managed the complete remodelling of a highly restricted building. We contracted and coordinated the construction company, ran all cabling underground and inside the walls, delivered the electrical, IT network, CCTV, fire detection, intrusion and access control works, and handed the finished building over to the client.
- High-security buildings: access control, CCTV, intrusion and fire in one design, with dual identity verification to enter certain areas.
- Multiple buildings across several islands: access control and time attendance on one central HR database.
- Large-scale CCTV for high-risk areas, with systems of hundreds of cameras each.
- Hospitality: integrated security and life-safety design for hotels: guest room locks, access control, CCTV, intrusion, flood detection, signage and evacuation.
Standards
Each design follows one framework, chosen by the owner: European (EN), such as EN 54, EN 50131, EN 62676 and EN 60839-11, or United States (NFPA/UL), such as NFPA 72 and UL 294. Life safety always comes first: no exit door stays locked under alarm conditions.
Frequently asked questions
Do you only consult if you also install?
No. You can hire the consulting on its own. Our specifications are vendor-neutral and work with any installer.
When should a new project bring you in?
As early as possible, during architectural and engineering design. Every change to cabling, ceilings or technical rooms costs more once construction starts.
Do you work outside Santiago?
Yes, on every island of Cape Verde.
